Go to the SplunkBase and click the Add-Ons tab.

The Add-Ons landing page has Recent and Popular links which you can use to browse. You can also use the Categories and Types lists to search for interesting Add-Ons.
When you find something of interest, click the Add-On name. This leads to a page where you can view the contents, the full description and read the ratings and comments from others. Click the Download button when you are ready to try the Add-on.
Implementing add-ons from SplunkBaseMany add-ons can be unpacked and copied directly into your $SPLUNK_HOME/etc/bundles directory. However, consult the README for each add-on for specific instructions.

You'll notice this is version 3.1 of the documentation. These instructions no longer apply for Splunk 3.3. For more information on configuration files in Splunk 3.3.x, please see this page:

Can someone update these instructions for Splunk 3.3.1?
The README in $SPLUNK_HOME/etc/bundles says:

This directory contains bundle archive files. It no longer contains bundle
directories, which are now located in $SPLUNK_HOME/etc/apps.
$SPLUNK_HOME/etc/bundles/local is now $SPLUNK_HOME/etc/system/local.
$SPLUNK_HOME/etc/bundles/default is now $SPLUNK_HOME/etc/system/default.
